I dont think they were...that should be part of his job.


they got intel that china was antsy, and acted upon it. That's what he is supposed to do to keep that relationship with any adversary.
My only issue...and it's a small one, is if he said he would "warn" China about an attack. But, to be clear, it's his job to keep the relationship stable, especially if tensions are growing due to bad intel that China had.
